The Purpose of a Complying Development Certificate

CDC is an approval of the development plan, which aims at efficient procedures, i.e., the issue of easier approvals for the construction of development projects with less intervention by the planning authority. The main role of a CDC is to create a smoother process for approving and completing low-risk, straightforward development projects that are within the guidelines set by the local and state authorities.

Compared to the standard development applications, where detailed documents must be prepared and the assessment time is long, the CDC has a brief application process that takes comparatively less time for the assessment.

Another important typical problem stated with more traditional development applications is that the assessment process may take plenty of time, perhaps involving several cycles of amendments, requests for comments from other organizations and relevant authorities, and several rounds of meetings with consultants and other stakeholders.  However, CDCs have much shorter assessment periods, which last between 10 to 20 days maximum, depending on the project’s nature.

CDCs are intended to support development, which is consistent with the laid down planning and building standards. Because CDCs can incorporate the requirement for compliant development, they can assist in limiting the negatives of construction on nearby structures and mitigating the risk of confrontations or litigation from community members.

In cases of more complicated or garnishing development proposals, it is possible to refer back to the conventional development application where enhanced consultation and assessment are conducted.


CDCs play a significant role in planned and developed processes, such as the quick approval procedure. However, one has to understand that CDCs cannot act as a single recipe for development as they have to take into consideration the local’s input and involvement in planning their future. Thus, the position of CDCs in enhancing appropriate and sustainable growth settings in the urban environments remains a significant factor that the planning authorities and other CDC should not overlook.
